People living below the poverty line in Northern and Eastern provinces have very limited options to sustain their life and livelihoods during emergency events such as the current COVID-19 global pandemic. Those most vulnerable in this war affected region include daily wage earners, households headed by women and families that include a person with a disability.
The threat of COVID-19 continues to remain and return to normalcy is uncertain at this time. The impacts of this new normal continues to be felt in various forms including economy, rehabilitation and infrastructure; forcing government and non-governmental organizations to look at creating resilient communities through self-sustainability.
With the objective of implementing long term sustainable initiatives, the North and East Economic Development (NEED) Centre has identified four strategic actions that will help the communities at risk become resilient and self-sustaining.
Of the four actions, Micro Agriculture – Food Security Project will address the long term needs of the most vulnerable communities by promoting an affordable and sustainable approach for food security.
This project focuses on encouraging families to cultivate vegetables, fruits, pulses, and yams within their living premises through home gardening initiatives.

The project will be launched in phases and as part of the first phase, 4 districts in the Northern Province and 1 District in the Eastern Province will benefit from the project.
The districts selected for phase 1, are:
- Kilinochchi District
- Mullaitivu District
- Vavuniya District
- Jaffna District
- Batticaloa District
Once phase 1 is completed and evaluated, this initiative will be expanded to the rest of the districts in the North and East with local and diaspora’s support.
Total cost for establishing and overseeing one home garden for 3 months is LKR 2,000
